Denmark – Back to Normal

Update: Post Danmark wishes to inform that the ITMATT data transmission issues have been resolved.   Post Danmark would like to thank all for their understanding.

New Zealand – Partial Suspension of Postal Services with Papua New Guinea

Update: NZ Post informs that since February 28 2025 and until further notice, has partially and temporarily suspended the operation of postal services with Papua New Guinea, specifically as regards the acceptance and forwarding of closed and open transit dispatches to that country, owing to international supply chain difficulties beyond its control.

This suspension will be promptly lifted once NZ Post is able to find an alternative solution, following which an updated circular will be published announcing the resumption of transit services to Papua New Guinea.

Pakistan – Mail Processing Delays

Update: Pakistan Post would like to inform that owing to the current security situation in Pakistan, delays in both incoming and outgoing mail are expected. Pakistan Post thanks all for their understanding and cooperation.

Mauritius – Torrential rain

Update: Mauritius Post wishes to inform that Mauritius Meteorological Services has issued a torrential rain warning and the National Disaster Risk Reduction and Management Centre has issued a related communiqué. Accordingly, the Government of Mauritius has suspended work for public sector employees on 30 April 2025. This suspension will affect the collection, transportation, processing and delivery of inbound and outbound mail (letter-post, parcel-post and EMS items), thereby leading to delays in the delivery of mail across the country. The authorities are monitoring the situation closely and Mauritius Post will provide an update once the situation has returned to normal. Mauritius Post thanks all for their understanding.

New Zealand – Severe weather delays

Update: Please be advised that due to severe weather warnings affecting the lower North Island and parts of the South Island in NewZ, parcel and mail deliveries are currently experiencing delays in impacted areas.

All inter-island ferry sailings were cancelled on 30 April. As a result, Economy Courier items between the North and South Islands are delayed by at least 2 working days. Items will be held securely in key locations until it is safe to resume service.

Severe winds and flooding are also causing delays of 1 working day for items moving in and out of Wellington.
We are actively monitoring the situation and implementing contingency plans to minimize disruption.

Portugal – Massive Power Outage

Update: Portugal, CTT Correios de Portugal, wishes to inform that Portugal has experienced a widespread power outage, starting at 11.33 (local time) on 28 April. The ensuing failure of communication and data networks has had a severe impact on the operations of CTT Correios de Portugal, with disruption to sorting and distribution centres, post offices and transportation networks (including airports). Every effort is being made, as of 29 April, to restore normal operations. CTT Correios de Portugal thanks all for their understanding and cooperation during this period.

Spain – Massive Power Outage

Update: Further to EmIS message 067/2025, the designated operator of Spain, Correos y Telégrafos, wishes to update the situation following the power outage of 28 April 2025. Power was gradually restored throughout the day and night of 28 April. Accordingly, operations resumed at most Correos y Telégrafos facilities and post offices on 29 April, although a small number remained inoperative at the end of the day. It is expected that normal operations will resume across the entire Correos y Telégrafos network on 30 April. Correos y Telégrafos thanks all for their understanding and cooperation.

Update: Mail and parcels destined for southern France, Portugal, Andorra and Spain may be delayed due to a massive power outage nationwide. Our teams are standing by to catch up on any delays that may have occurred as soon as the power is back on.

Rep. of Korea – Suspension of postal deliveries

Update: Rep. of Korea, Korea Post, wishes to inform that, owing to a policy decision, postal deliveries will be suspended on 1 May 2025. As a result, the delivery of postal items arriving in the Rep. of Korea on or around that date may be delayed by one day. Korea Post thanks all for their understanding.

South Sudan – Full Suspension

Update: USPS will suspend service to South Sudan effective April 25 due to unavailable transportation.

Italy – Delays due to strike

Update : Due to a national strike on April 11th in Italy, delays are expected in the delivery of mail and parcels.

Italy –  Network disruption delays

Update: Poste Italiane, wishes to inform that due to high inbound volumes and difficulties in organizing overtime shifts at offices of exchange (OEs), the backlog of parcels and EMS items has not yet been completely cleared.   Poste Italiane has instructed its airmail unit (AMU) service provider to give priority to EMS dispatches and to forward to OEs a controlled mix of backlogged products and new arrivals to ensure that there is sufficient room at its AMUs to process incoming products. This solution maximizes the production rate at OEs and avoids risks of space saturation at AMUs and OEs.   At present, it is estimated that the entire backlog should be cleared by the beginning of the week commencing Monday, 19 May 2025.   Poste Italiane thanks all for their understanding and will provide a final update once the situation has returned to normal.

Update: The designated operator of Italy, Poste Italiane, wishes to inform that owing to technical issues, since 22 March 2025, it has not been receiving EDI messages and EMSEVT events transmitted to its mailboxes IT102, IT103, IT501, IT330, IT301 and IT001.   Thanks to support provided by International Post Corporation, missing messages and events have slowly been reaching its systems since Friday, 4 April; however, there are still blockages, for reasons that are yet to be determined.   Processing of items originating outside the European Union has been suspended since 4 April, to prevent the risk of Import One-Stop Shop information included in the ITMATT being lost. Processing will be restarted as soon as possible, but delays are to be expected.   Poste Italiane thanks all for their understanding. It will provide an update once the situation has returned to normal.

Morocco – Fire Delays

Update: The designated operator of Morocco, Poste Maroc, would like to inform that it has declared a case of force majeure following a fire on 27 March 2025 at the import warehouse in the Royal Air Maroc freight zone at Mohammed V International Airport in Casablanca.   As a result, delays are to be expected in the processing and delivery of inbound EMS items sent to the Poste Maroc office of exchange (IMPC code: MACASE).   Poste Maroc thanks all for their understanding and will provide an update when the situation is back to normal.

Greece –  Strike

Update: Due to a strike in Greece on Wednesday April 9th, delays are expected in the delivery of mail and parcels in Greece.

Update : Due to an ongoing strike at the Argentine customs, shipments to and from Argentina may experience delays.

The customs strike is currently affecting processing times and clearance procedures, which may impact delivery schedules. We are actively monitoring the situation and will keep you informed with updates as we receive them.

Update : Mail and parcels destined for Italy delivered by both Poste Italiane and BRT, may be delayed due to a strike organised by several unions on Wednesday, 2 April

Slovakia – Foot-and-mouth disease outbreak

Update : The designated operator of Slovakia, Slovenská pošta, wishes to inform that owing to an outbreak of foot-and-mouth disease in livestock in south-west Slovakia, special emergency measures have been implemented in Slovakia with effect from 21 March 2025 and until further notice. Furthermore, an emergency situation has been declared in Slovakia with effect from 25 March 2025. For premises housing livestock with confirmed cases of foot-and-mouth disease, as well as all premises within the protection zone defined by the Regional Veterinary and Food Administration, the following regime applies until further notice with regard to mail delivery and postal services: – postal items addressed to affected premises will be held at the appropriate post office. This applies to all incoming mail, including ordinary and registered mail. The items will be held at the post office for the duration of application of the above measures; – the post office/courier will inform the recipient by phone or e-mail that items are being held. The affected postcode areas are as follows: Medveďov 930 07 Ňárad 930 06 Baka 930 04 Malá Lúč 930 03 Furthermore, postal items arriving in Slovakia from neighbouring countries may also be subject to delays owing to control measures at border crossings. Slovenská pošta is taking all necessary measures to minimize inconvenience for customers and restore normal operations in the affected areas as soon as possible. Slovenská pošta thanks all for their understanding and will provide an update once the situation has returned to normal.

Update : The designated operator of Malta, MaltaPost, wishes to inform that owing to the implementation of a new import system by the Maltese customs authorities, it is currently experiencing delays in the processing of mail items subject to customs clearance.   MaltaPost is working with the Maltese customs authorities to resolve these issues as quickly as possible.   MaltaPost thanks all for their understanding and will provide an update when the situation returns to normal.

Update : The designated operator of Romania, Poșta Română, would like to inform that the Bucharest office of exchange (ROBUHA, ROBUHB and ROBUHC) is moving to new facilities.   The relocation process started on 11 March 2025 and is expected to be completed by 28 March 2025.   Delays are to be expected in the registration, processing, delivery and forwarding of international shipments (incoming and outgoing) across all postal products (letter-post, parcel-post and EMS items) during the relocation period.   The addresses of the new facilities of the Bucharest office of exchange will be updated in the Letter Post Compendium Online, the Parcel Post Compendium Online and the EMS Operational Guide.  Poșta Română apologizes for any inconvenience and thanks all for their understanding.

Update : The designated operator of Belgium, bpost, asks us to inform that the major Belgian trade unions have called a 24-hour interprofessional strike, commencing at 00.01 CET (UTC+1) on Monday, 31 March 2025.   This industrial action is expected to affect various sectors and industries across the country, including the delivery of letter post and parcel post, and bpost’s domestic and international logistics network. The strike will also involve ground handlers and other airport and airline personnel.   Therefore, disruption and delays are to be expected in the handling of inbound and outbound airmail dispatches at Brussels Airport.   bpost apologizes for any inconvenience and thanks all for their understanding.

Democratic Republic of The Congo | Major disruption to postal operations

Update: The designated operator of the Democratic Republic of the Congo, Société Congolaise des Postes et Télécommunications (SCPT), wishes to inform that owing to the ongoing armed conflict in the east of the country, postal operations are severely disrupted in the eastern provinces, in particular North Kivu, South Kivu and Ituri. The logistics chain has been severely impacted by the conflict, leading to considerable delays and temporary suspensions in the processing of domestic and international postal items. For the SCPT, ensuring the safety of its staff, the protection of postal items and the security of its facilities remains the top priority. Faced with these challenges, it is actively exploring alternative solutions, in close collaboration with the United Nations agencies and humanitarian organizations in the region, to facilitate the secure transport of urgent or humanitarian postal items to the affected populations, in accordance with international postal agreements and humanitarian principles. In this context, the SCPT kindly asks other Union member countries and their designated operators to: * share this information throughout their national and humanitarian networks, to ensure awareness among those concerned; * cooperate with the SCPT on all joint initiatives aiming to utilize secure humanitarian channels to transport international postal items; * give special priority to items in transit to the Democratic Republic of the Congo, until the situation stabilizes. The SCPT is doing its utmost to ensure that regular postal services can be re-established as soon as security and safety conditions will allow. The SCPT thanks all for their understanding, and counts on their support in this matter. 

Update: Effective March 28, 2025, the Postal Service will suspend international mail acceptance to Libya until further notice due to unavailable transportation.

This service disruption affects Priority Mail International® (PMI), First-Class Mail International® (FCMI), First-Class Package International Service® (FCPIS), and International Priority Airmail® (IPA) items. Unless otherwise noted, service suspensions to a particular country do not affect delivery of military and diplomatic mail.

For already deposited items, Postal Service International Service Center (ISC) employees will endorse the items as “Mail Service Suspended — Return to Sender” and then place them in the mail stream for return.

The Postal Service is closely monitoring the situation and will continue to update customers until the situation returns to normal.

Update : Royal Mail has shared that Heathrow Airport is closed until 23.59 on 21 March 2025, owing to a fire at a West London electrical substation and ensuing power outage that has left the airport without electricity. Royal Mail is taking the necessary action with regard to carriers and airline sheds. However, this event will affect all import and export mail flows through Heathrow on 21 March and over the coming days.

Following the resumption of operations, Royal Mail expects there will be impact on mail processing for 24 to 48 hours while the backlog at Heathrow Airport is cleared.

Royal Mail’s London Air Mail Unit, International Logistics Centre, Heathrow Worldwide Distribution Centre and Coventry facilities remain fully operational. News reports indicate the airport could be closed for days and that Heathrow’s closure is impacting airports and airlines worldwide as cancellations and diversions ripple throughout the industry.

Update: Further to EmIS 028/2025, the designated operator of Australia, Australia Post, wishes to inform that it has regained access to the areas affected by tropical cyclone Alfred and that the collection and delivery of mail will resume as usual with effect from 17 March 2025.   Accordingly, the case of force majeure can be closed.   Australia Post thanks all for their understanding.

Update: Australia Post informs that our cargo terminals have re-opened as of 3/10/2025. While operations are running again, including collections by Australia Post at our Brisbane facility, you may experience some additional wait times. Significant delays may arise due to residual flooding.

Update: The extreme weather conditions associated with Tropical Cyclone Alfred are impacting the mail and parcel networks and resulting in delivery delays in and out of northern NSW, down to Coffs Harbour, and all of Queensland. During a Force Majeure Event, the delivery of Australia Post consignments are unfortunately suspended and cannot be offered in the short term.

Further to EmIS 005/2025, the designated operator of Italy, Poste Italiane, wishes to inform other Union member countries and their designated operators that the consequences of the cyberattack on BCUBE, Poste Italiane’s airmail unit service provider, have now been resolved and operations have resumed as normal.   Poste Italiane thanks all Union member countries and their designated operators for their understanding and support during this difficult episode.

Update: The designated operator of Mauritius, Mauritius Post, wishes to inform that Mauritius has been experiencing cyclonic conditions since 26 February 2025 and that a class 3 cyclone warning has been issued by Mauritius Meteorological Services.   As a result, the international airport is temporarily closed and all flights have been cancelled. All economic/business activities have been suspended and all of the island’s post offices and postal facilities are closed (MUPLUA, MUPLUB and MUPLUC).   The transportation and processing of both inbound and outbound mail (letter-post, parcel-post and EMS items) are affected, and delays are to be expected in the delivery of mail throughout the country.   Accordingly, Mauritius Post has declared a case of force majeure.   The authorities are monitoring the situation closely and Mauritius Post will provide an update once the situation has returned to normal.   Mauritius Post thanks all for their understanding.

Update: The designated operator of Georgia, Georgian Post, wishes to inform that owing to very poor weather conditions, mail delivery throughout the western region of Georgia has been disrupted since 23 February 2025. In some areas, deliveries are partially restricted, while in others they have been completely suspended. These conditions have inevitably resulted in delays in the processing and delivery of mail.   Conditions are expected to improve soon, allowing postal services to resume normal operations in the near future.   Georgian Post would like to thank all for their cooperation and understanding.

Update: The designated operator of Suriname, Suriname Postal Corporation (Surpost), wishes to inform that Surpost personnel have called a strike, effective from 19 February 2025 and until further notice.   As a result, there may be disruption to Surpost’s operations, including delays in the processing and handling of mail. Surpost thanks all for their understanding and patience during this period.

Update: Effective Friday Feb. 28, 2025, The Postal Service will suspend international mail acceptance to Turkmenistan until further notice due to unavailable transportation.

Update: The blockades have been lifted at various sorting centres. However, targeted strikes may continue throughout the bpost network, especially in the Brussels region and the south of Belgium. As a result, significant delays are to be expected in the collection, sorting and distribution of domestic and international letter post and parcel post (both inbound and outbound) throughout the country. Further consultation with social partners is scheduled for February, 18 2025

Belgium – National Strike
Update: Effective Thursday, February 13, 2025, the major Belgian unions have called a 24 hour interprofessional strike and may be extended into Friday, February 14, 2025. This industrial action is likely to affect letter-post and parcel-post deliveries. The strike will also involve ground handlers and other airport and airline personnel. Therefore, disruption and delays are to be expected in the handling of inbound and outbound airmail dispatches at Brussels Airport

Update: The designated operator of Finland, Posti Jakelu Ltd, informed  that the PAM Service Union has called a strike from 5.00 local time on 17 February to 5.00 local time on 20 February 2025. This strike may lead to delays of a few days in the handling of mail that requires customs clearance.

Update: Recent Customs slowdown in Brazil has caused delays of about 7-14 days

Myanmar – Full Suspension

Update: Effective January 17, 2025, the Postal Service will suspend international mail acceptance to Myanmar and Tajikistan until further notice due to unavailable transportation.

This service disruption affects Priority Mail Express International® (PMEI), Priority Mail International® (PMI), First-Class Mail International® (FCMI), First-Class Package International Service® (FCPIS®), International Priority Airmail® (IPA®), and M-Bag® items.Unless otherwise noted, service suspensions to a particular country do not affect delivery of military and diplomatic mail. For already deposited items, Postal Service International Service Center (ISC) employees will endorse the items as “Mail Service Suspended — Return to Sender” and then place them in the mail stream for return.

According to DMM 604.9.2.3, customers are entitled to a full refund of their postage costs when service to the country of destination is suspended.

Title: France – Cyclone Chido

Update: The designated operator of France, La Poste, wishes to inform that infrastructure in Mayotte (postcode 976xx) has been severely affected by the passage of Cyclone Chido. As the airport is not currently operational, the shipment and delivery of letter-post, parcel-post and EMS items are suspended until the necessary infrastructure can be repaired. The shipment of letter and parcel post to the Comoros via Mayotte is also suspended. La Poste is no longer accepting international mail in transit to these two destinations and requests that member countries refrain from sending these mail flows until further notice. La Poste thanks all for their understanding and will provide an update once the situation has returned to normal.

Update: The designated operator of Malaysia, Pos Malaysia, wishes to inform that the country is experiencing heavy rains and massive flooding. The postal network has been severely affected and some post offices have been closed. A number of roads are also inaccessible to traffic, delaying the delivery of letter and parcel post and EMS.

Title: Italy – Strike

Update: Poste Italiane wishes to inform that a number of major Italian trade unions have confirmed a 24-hour general strike, commencing at 00.01 CET (UTC+1) on 29 November 2024. A range of sectors will be affected, including the aviation and airport sectors. There is a risk of flight cancellations/delays and disruption to airport services. Mitigation measures will be taken at Poste Italiane facilities but, depending on the number of workers striking, the impact may continue for a few days. Title: Canada – National Strike

Update: Effective Friday, November 29, 2024, USPS will not accept mail or packages for delivery to Canada for any mail class due to the ongoing Canadian Union of Postal Workers strike.
This service disruption affects Priority Mail Express International® (PMEI), Priority Mail International® (PMI), First-Class Mail International® (FCMI), First-Class Package International Service® (FCPIS), International Priority Airmail® (IPA), International Surface Air Lift® (ISAL), Commercial ePacket® (CeP), and M-Bag® items.

Update: 11/28/24 – Canada Post kindly asks to temporarily stop sending all mail to Canada. This request is being made as a result of the ongoing national strike by the Canadian Union of Postal Workers. Owing to the strike, there is no movement of mail within Canada. International items received as of 15 November are being held in secure containers and have not been processed. Therefore, no scans of any sort are available at this time, including at item and receptacle level. When service resumes, items currently being stored will be inducted, processed and delivered as quickly as possible on a first-in, first-out basis. However, customers should expect delays as Canada Post processes the backlog and stabilizes its operations. Canada Post remains committed to arriving at a negotiated agreement with the Canadian Union of Postal Workers. Canada Post thanks all for their understanding and cooperation.

Update: The Canadian Union of Postal Workers (CUPW) has issued a strike notice, planning to start strike action on Friday, November 15, at 12:01 a.m. ET if no agreement is reached. If a strike takes place, shipments sent through GlobalPost should not experience any delays or disruption.

Haiti – Full Suspension

Update: Effective November 15, 2024, the Postal Service will suspend international mail acceptance to Haiti until further notice due to unavailable transportation.Customers are asked to refrain from mailing items addressed to the following countries, until further notice: This service disruption affects Priority Mail Express International® (PMEI), Priority Mail International® (PMI), First-Class Mail International® (FCMI), First-Class Package International Service® (FCPIS®), International Priority Airmail® (IPA®), International Surface Air Lift® (ISAL®), and M-Bag® items.
Unless otherwise noted, service suspensions to a particular country do not affect delivery of military and diplomatic mail.
For already deposited items, Postal Service International Service Center (ISC) employees will endorse the items as “Mail Service Suspended — Return to Sender” and then place them in the mail stream for return.
According to DMM 604.9.2.3, customers are entitled to a full refund of their postage costs when service to the country of destination is suspended.
